Navy Gunner’s Mate 2nd Class Noe Hernandez of Weslaco was among those who perished while on duty last week in a tragic naval collision off the coast of Japan. Texas and the United States of America are proud of this young man who gave his life while serving our country. It is fitting that flags should be flown at half-staff in honor of the life and military service of this brave Texan.
As per the request of Mayor David Suarez, the flags of Texas and the United States may be lowered to half-staff in the City of Weslaco and in any adjacent or surrounding cities, counties or other political subdivisions on Monday, June 26, 2017, to coincide with the memorial service being held in Japan on Tuesday, June 27, 2017. Flags may remain at half-staff in the City of Weslaco and in any adjacent or surrounding cities, counties or other political subdivisions through the date of final interment in Texas once it has been set by the family.
Also, pursuant to Sec. 3100.065 and Sec. 443.024(e) of the Texas Government Code, the flags of Texas and the United States should be lowered on the Capitol Building to half-staff on the day of final interment in Texas once it has been set by the family. All flags should be returned to full-staff on the day after final interment.

Citizens should store, save bags for future use
WESLACO, TX (September 1, 2017) – With three more months remaining in hurricane season, and another storm already forming in the Atlantic, the City of Weslaco recommends storing then saving sandbags for potential future use.
“The City of Weslaco distributed more than 17,000 sandbags last week in anticipation of Harvey, a record for the City,” reported Antonio Lopez, Fire Chief and Emergency Manager. “And though we didn’t need them then, with them already staged at our homes and businesses it means we are better ready next time. Stored in a dry place and out of the sun, the sandbags should last the remainder of hurricane season.”
After hurricane season ends, he recommends disposing the sand but keeping the bags. This year the City made available sandbag distribution locations as well as four additional self-fill stations throughout the community.
“We will likely follow the same distribution system next storm, with areas around town where citizens can fill their own bags,” said Lopez. “With saved bags in hand, we hope to fill faster to move onto other tasks toward storm preparedness.”
He reiterated his recommendation to prepare for 72-96 hours of self-support, keeping on hand supplies to meet the needs of the entire household—people and pets—for those many days. Supplies include non-perishable food, drinking water, and medication.

Weslaco Police Officers Equipped with Life-Saving Defibrillators

Hospital Volunteers at Knapp Medical Center donate devices to shock patient’s heart back into rhythm.
WESLACO - The Weslaco Police Department has become one of the first – if not the first -- police departments in the Valley to be equipped with life-saving defibrillators, which can be used to shock a person’s heart back into beating normally again after a heart attack.
This is great news for Weslaco residents – because often police are the first to arrive at the scene where a person is having a heart attack. This will allow Weslaco police to administer this life-saving treatment -- when every minute counts -- until Emergency Medical Services personnel arrive at the scene.
Weslaco police officers were trained on use of the defibrillators in September 2017. A total of 12 defibrillators were donated to the Weslaco Police Department by hospital volunteers from Knapp Medical Center in Weslaco. The Knapp Volunteer Auxiliary holds fundraisers throughout the year – including a popular $5 jewelry sale -- and operates a gift shop on the first floor of the hospital, and uses proceeds to benefit important projects involving the hospital.
By carrying defibrillators in their vehicles, Weslaco police officers can increase the survival rate of victims of sudden cardiac arrest, and more lives will hopefully be saved each year. It is critical that defibrillation be done within minutes of the onset of a heart attack -- because every minute that passes increases the likelihood of brain damage or death.
Consider this scenario: a Valley woman suffers a sudden cardiac arrest while driving her car. Her car veers off the road and crashes, and a passing motorist calls 911. Within a couple of minutes, a police officer arrives on the scene and uses the defibrillator to re-start the heart. By the time an ambulance arrives a couple of minutes later, her heart is already beating normally, and EMS continues care for her on the way to the hospital. Because of the quick action by the police officer, the patient survives with no permanent brain damage.
Dr. Robert Sepulveda, Internal Medicine Physician in Weslaco and Chair of the Continuing Medical Education Committee for Knapp Medical Center, has done educational presentations for the community at Knapp Medical Center on the importance of knowing what to do and taking immediate action when a person goes into sudden cardiac arrest. This includes calling 911 immediately and beginning cardiopulmonary resuscitation (CPR) until emergency medical technicians arrive – as well as use of defibrillators.
Studies have shown the important of starting CPR within four minutes or sooner -- and using an automated external defibrillator within 10 minutes – to give the person a better chance to live.
“For every minute we delay in shocking someone’s heart back into rhythm, they lose 10 percent of their chance to get their heart back going,” Dr. Sepulveda said. “So this donation of the defibrillators will definitely save lives.” Dr. Sepulveda was also involved in starting the Valley’s first Advanced Cardiac Life Support training center at Knapp Medical Center. “We teach people how to bring people back to life,” Dr. Sepulveda said.
Rene J. Lopez, FACHE, RRT, MD, Chief Executive Officer for Knapp Medical Center, thanked the hospital volunteers with the Knapp Auxiliary for the “great gift” of donating the defibrillators to benefit the community. “Any of us may need to have this available at some time in our life,” Mr. Lopez said. “This will benefit all of us in the community.”

City Offers Mobile Technology for Citizens to Submit Work Orders
Soon it will be as easy to report an issue in Weslaco as just point and pic! On December 6, the City will launch a new technology application called MyWeslaco which will allow users to report an issue by taking a photograph from their mobile device.
“We are really excited to implement this technology to be there for our constituents when and how it is more convenient for them,” said Mayor David Suarez. “They no longer have to remember to call us when City Hall is open. They can just use their smartphone, take a picture of the issue, and upload it.”
Mr. Jose Peña, IT Director, further explained, “A GPS pin will locate the issue. When City crews respond to it, users can monitor the progress by a uniquely assigned work order number.”
Already available for iPhone and Android download, the MyWeslaco app offers sixty-one issue types across twelve assigned categories to facilitate reporting. Additionally, the app offers other widgets to stay engaged with news and events as well as other technologies, such as applying for a job, paying for a water bill, or requesting a permit.

Library Adds Wi-Fi Hotspot Program

Approximately 10 years ago Marion Booth bequeathed to the Weslaco Public Library Board approximately $481,000. Since that time the Library Board has established the Marion Booth Endowment Program whose proceeds go to innovative and impactful services for library customers.
The Endowment Program is intended for purposes that are not a part of the library’s established services. Thus, the Endowment Program is not intended to substitute in any way the City’s budget for the library, but instead, to foster innovation.
Currently the Library Board administers projects funded only by interest garnered through investments of the original Marion Booth bequest. Several projects have begun to bear fruit. The Endowment began the libraries first ever DVDs collection, added self help audiobooks, and redecorated the Children’s Area. The Endowment also added shelving, a rug to the Children’s Area, a new Children’s Area service desk, and furniture throughout the library. One of the more popular programs initiated through the Endowment was addition of electricity to 12 study stations.
New this month is the Wi-Fi Hotspot Program. The program allows for library customers to checkout Hotspots which provide WiFi internet access anywhere, anytime. Hotspots can be checked out by adults for 5 days for free. “The hotspot is portable, so you can connect your device almost wherever you are. At home, in the car, or at the park, WiFi is possible anywhere”, said Martin J. Mata, Assistant Library Director.
The Library Board dedicates itself to provide service to the library community in a caring, committed and effective manner, with due and diligent stewardship of the resources placed in its trust. The Library Board is proud to administer the Marion Booth Endowment Program.
Charitable gifts may be provided to the Endowment Program so that compassionate community members can continue to grow this program. Since Wednesday morning, four industrial-sized water pumps have been deployed across the City, staged to facilitate drainage at key locations.
There are three 12" pumps and one 24" pump, all manned 24-hours a day by City crews; additional water pumps have been requested from the State of Texas.

Governor Abbott called last night and assured me he will continue to do everything he can do to help get funding to rebuild and improve our drainage system. I told him we need immediate assistance de-watering in order to help our homeowners preserve their life investment; he assured me more pumps are on their way. I advised him that as we initiate our recovery, we will need help in cleaning up; he said trucks and mosquito sprayers are also on their way to supplement our fleet. I am devastated by the sight of so much destruction in this community where I was raised, where I raise my own children. But I am reminded why I call this home as I see so much generosity, with the people of Weslaco taking care of each other. May God bless us as we learn and as we heal from this natural disaster.

The City of Weslaco is not opening any manholes to drain flood waters. This would be a violation of the Texas Commission on Environmental Quality regulations subject to fines and penalties.

Please monitor this webpage or the media for updates should the President issue a federal disaster declaration. Applications then may be filed online, by phone, or in person at a designated intake facility; FEMA inspectors will schedule appointments for a home visit and they will wear name badges and present identification. Please be cautious of scammers and do not give personal information to others.

Possible Rains - as of 07/05/18

Yesterday we monitored the weather all day for possible rain. The City did the following:
1. Yesterday, July 4, 2018 at 2:15 p.m. instruction was given to our Public Works Department and Parks Department to deploy the three 12-inch pumps along the levees where Weslaco drains.
2. We checked all ditches to insure we did not have any major debris in the ditches that would restrict flow.
3. The week before we had the City of Austin in town cleaning sewer lines, manholes, lift stations and key inlets to insure they were cleaned.
4. We contacted the Hidalgo County Drainage District and they put their crews on standby and checked their pumps for possible deployment.
5. We had sand delivered to the City Hall parking lot and bags will be handed out to citizens.
6. All employees will be on standby until these rains pass.
We will be posting daily what the City of Weslaco is doing to address picking up debris and preparing for further rains.

President Donald Trump and the Federal Emergency Management Agency (FEMA) today granted Governor Greg Abbott's federal disaster request for Individual Assistance for Cameron and Hidalgo Counties following recent severe weather and flooding. The Governor requested this assistance following his visit to the Emergency Operations Center in Edinburg, Texas where he received a briefing from local officials on the flooding and ongoing response and recovery efforts.
"I thank the President and his Administration for their swift response to aid Texans in the Rio Grande Valley as they continue to recover from these devastating floods," said Governor Abbott. "Going forward, the State of Texas will continue to work with local leaders to ensure the needs of those affected by the floods are being met."
SBA to Open Business Recovery Center in Weslaco to Help Businesses Impacted by Severe Storms and Flooding

The U.S Small Business Administration today announced the opening of an SBA Business Recovery Center (BRC) in Weslaco to provide a wide range of services to businesses impacted by the severe storms and flooding that occurred beginning June 19. The center will open as indicated below.
“Due to the severe property damage and economic losses these storms inflicted on Texas businesses, we want to provide every available service to help get them back on their feet,” said SBA’s Director Tanya N. Garfield of the U.S. Small Business Administration’s Disaster Field Operations Center-West. “The center will provide a one-stop location for businesses to access a variety of specialized help. SBA customer service representatives and Small Business Development Center counselors will be available to meet individually with each business owner,” she added. No appointment is necessary. All services are provided free of charge.

“SBA customer service representatives will meet with each business owner to explain how an SBA disaster loan can help finance their recovery. They will answer questions about SBA’s disaster loan program, explain the application process and help each business owner complete their electronic loan application,” Garfield said. According to Garfield, businesses of any size and private, nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets. These loans cover losses that are not fully covered by insurance or other recoveries.
For small businesses, small agricultural cooperatives, small businesses engaged in aquaculture, and most private, nonprofit organizations of any size, SBA offers Economic Injury Disaster Loans to help meet working capital needs caused by the disaster. Economic Injury Disaster Loan assistance is available regardless of whether the business suffered any property damage.
For business owners who are unable to visit the business recovery center, they may apply online using SBA’s secure website at https://disasterloan.sba.gov/ela.
SBA representatives also continue to meet with business owners and residents at disaster recovery centers located throughout the impacted area. The Texas General Land Office (GLO)
works to rebuild communities, to put Texans back in their homes and to help
businesses recover after the trauma of disaster. As your residents begin their
recovery from the June 2018 flood, the information below may be useful to your
constituents.
The first step in the recovery
process is for households with insurance to contact their insurance providers
and inquire whether they are eligible for assistance. Households should then
register with the Federal Emergency Management Agency (FEMA). The person
registering the household must have a social security number but does not need
to be the traditional “head of the household.”
There are three ways to register
with FEMA: call 1.800.621.FEMA (3362), use the FEMA app and click on the button
titled “Disaster Resources,” or go online to https://www.disasterassistance.gov/.
Only one person per household should register, and he or she should register
only one time per disaster.
Once registered, FEMA will contact
the household and arrange an inspection to verify the loss from the flood
event. Next, the household will be notified about any assistance for which they
qualify through the FEMA Individual Assistance and Household Program (IHP).
The IHP program offers several forms
of assistance:
- Rental Assistance – FEMA may provide financial assistance to pre-disaster homeowners or
renters to rent temporary housing. - Continued Rental Assistance – FEMA may provide continued rental assistance for
eligible households when adequate alternate housing is not available. - Home Repair Assistance – FEMA may provide financial assistance to repair an
owner-occupied primary residence, for utilities, and for residential
infrastructure, including damaged private access routes. These funds must
be used only on the repair of real property components, including without
limitation, the foundation, walls, roof, windows, cabinetry, HVAC, utility
systems, etc. - Other Needs Assistance (ONA) – disaster related funeral, medical, dental, and
childcare expense (non-SBA application dependent items), and disaster
related personal property, moving and storage, and transportation
assistance (SBA application dependent).
In addition to IHP assistance, Small
Business Administration (SBA) loans may be available to households in counties
(and contiguous counties) declared eligible for individual assistance. To
maximize and expedite available assistance, households should apply for an SBA
loan even if they do not believe they qualify.
Finally, voluntary organizations are
available to assist households with muck-outs, debris clearing, and donated
resources and goods. Households can call the Voluntary Organizations Active in
Disaster (VOAD) help request line at 1.800.451.1954.

Mitigation advisors will be on-hand to answer questions about rebuilding and protecting homes from future disaster-related damage. Topics include flood insurance and elevating of utilities. Most of the information provided is geared toward do-it-yourself work and general contractors.

Water Notice is lifted. Lab results were negative. Water was safe to drink.
Update 09/10/18 at 12 noon: Boil water notice remains in effect. State-certified labs were closed yesterday; however, samples were submitted this morning. Please continue to refrain from consuming (drinking) tap water. Update expected tomorrow morning.
Due to water line break at the City of Weslaco Water Plant, the Texas Commission on Environmental Quality has required the 1080011 public water system to notify all customers to boil their water prior to consumption (e.g., washing hands/face, brushing teeth, drinking, etc). Children, seniors, and persons with weakened immune systems are particularly vulnerable to harmful bacteria, and all customers should follow these directions:
To ensure destruction of all harmful bacteria and other microbes, water for drinking, cooking, and ice making should be boiled and cooled prior to use for drinking water or human consumption purposes. The water should be brought to a vigorous rolling boil and then boiled for two minutes.
In lieu of boiling, individuals may purchase bottled water or obtain water from some other suitable source for drinking water or human consumption purposes.
When it is no longer necessary to boil the water, the public water system officials will notify customers that the water is safe for drinking water or human consumption purposes.
Once the boil water notice is no longer in effect, the public water system will issue a notice to customers that rescinds the boil water notice in a manner similar to this notice.
Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.

Cancellation of Drainage Advisory Board meeting

As a result of the ongoing COVID-19 pandemic and in accordance with the recommendations of County and local health officials, we have canceled the next meeting of the Drainage Advisory Board scheduled for March 26th. Future scheduled meetings of the board will remain cancelled until further notice.
Please be assured that we will continue to work on drainage projects in preparation
for the next storm season and will remain ready to provide updates whenever we
are able to safely resume regular meetings of the board.

EMERGENCY ORDER
INSTITUTING EMERGENCY
MEASURES DUE TO A PUBLIC HEALTH
EMERGENCY RELATED
TO CORONA VIRUS DISEASE (COVID-19)
WHEREAS, by declaration issued the 17th
of March 2020, the Mayor declared a Local Disaster due to Public Health
Emergency for City of Weslaco, Texas resulting from the imminent threat and
possibility of exposure and spread of COVID-19; and
WHEREAS, the President of the United
States has declared a National Emergency due to the public health threat of the
Coronavirus (COVID-19); and
WHEREAS, the Governor of Texas has
declared a state of disaster for all counties in Texas due to the imminent
public threat COVID-19 poses and has issued Executive Orders of the Governor
Relating to Emergency Management and under the authority prescribed in Chapter
418 of the Texas Government Code; and
WHEREAS, said disaster requires certain
emergency measures be taken to mitigate and prevent the spread of and control
the risk of COVID-19, in order to protect and promote the public health, safety
and welfare of residents of the City of Weslaco; and
NOW THEREFORE, pursuant to the
authority granted under Chapter 418 of the Texas Government Code. David Suarez,
Mayor City of Weslaco now issues the following orders:
1.
MOVEMENT OF PEOPLE AND OCCUPANCY OF PREMISES
(a.
A
person shall not remain or travel upon any public or private property within
the jurisdictional boundaries of the City of Weslaco, Texas, which may
constitute a social event or gathering of ten (10) or more persons.
(b.
Subsection
(a) shall not apply to a person authorized by local government officials and
offices, and law enforcement that assist in the protection of the health,
safety, or welfare of the public during the declared emergency.
(c.
For
the purposes of this order, a social “event” or “gathering” is any indoor or
outdoor planned or spontaneous event, that brings or is likely to bring
together ten (10) or more persons at the same time.
(d.
For
purposes of this order, non-essential retail establishments shall be prohibited
from servicing customers including but not limited to:
a.Conferences,
festivals, parades, concerts, sporting events, weddings, funerals, flea markets
and other type of assemblies including church or religion activities.
b. Eating
or drinking at Bars, Lounges and private clubs, provided however, that the use
of drive-thru, pickup, or delivery options are allowed and highly encouraged
throughout the duration of this order
c. Fitness
Centers and Gyms, spas and massage parlors, tattoos and piercing parlors, and
tanning salons.
d. Hair
and nail salons, barbershops, estheticians, and related personal care business
by appointment only and a maximum of ten (10) persons, including employees.
e. Entertainment
facilities such as bowling alleys, movie theaters and other type of
establishments.
f. Restaurants
and/or Food Courts provided however, that the use of drive-thru, pickup, or
delivery options are allowed and highly encouraged throughout the duration of
this order.
g. Malls
and retail stores that do not sell essential household goods.
(e. For
the purposes of this order a social “event” or “gathering” does not apply to
stores, gas stations, parks, essential retail establishments, hospitals and
medical offices or facilities, bus, or airplane terminals (including persons in
transit), so long as the necessary precautions are maintained for employees and
customers to reduce transmission of COVID-19.
However, must maintain social distance of six (6) feet.
(f. For
the purposes of this order, critical infrastructure is ordered to remain
operational.
(g. For
purposes of this order, domestic travel will remain unrestricted to the extent
it complies with limitations placed herein on the timing and manner of travel.
(h. For
the purposes of this order, essential government operations shall remain open
as determined by the local governing authority.
(i. For
the purposes of this order, critical infrastructure shall mean businesses and
employees identified by the U.S. Department of Homeland Security that are part
of the critical infrastructure industry including but not limited to:
a.
Healthcare
services
b.
Pharmaceutical
services
c.
Agricultural
and food supply
d.
Telecommunications
e.
Call
centers that service critical infrastructure operations
f.
Information
technology
g.
Staffing
operations centers
h.
Those
offering repair and maintenance services to critical infrastructure
i.
Banking
and financial institutions
j.
Insurance
and legal services
k.
Power,
water, natural gas and public utilities
l.
Critical
manufacturing and construction
m.
Emergency
services
n.
Fire
and law enforcement
o.
Public
works
p.
Sanitation
services
q.
Commercial
transportation and logistics
(j.
For
the purposes of this order, business operations providing essential services
shall remain open; this includes services rendered to government and persons
the interruption of which would endanger the life, health or personal safety of
the citizens of City of Weslaco.
(k.
For
the purposes of this order, persons shall not visit nursing homes, retirement
or long-term care facilities unless to provide critical assistance.
(l.
For
the purposes of this order, schools shall temporarily close.
(m.
Anyone
testing and/or positive for COVID-19 will be ordered to isolate at home,
including members of the household until cleared by a medical professional.
2.
STAY AT HOME CURFEW
(a.
A
person shall stay-at-home or within their dwelling and not remain or travel
upon any public or private property within the jurisdictional boundaries of the
City of Weslaco between the hours of 10:00 pm and 5:00 am.
(b.
For
the purposes of the STAY AT HOME CURFEW, this order does not apply to:
1). Persons identified as part of the
critical infrastructure industry and services.
2). Persons that are part of governmental
workplaces that shall remain open as determined by the local governing
authority.
3). Persons traveling directly to and from
essential businesses and retail establishments, including but not limited to
grocery stores, gas stations, hospitals and medical offices or facilities, bus,
train, or airplane terminals, so long as the necessary precautions are
maintained for employees and customers to reduce transmission of COVID-19.
4). Persons authorized to travel by the
Emergency Management Director
5). Persons serving a law enforcement role,
first responders, and emergency medical services personnel.
3.
PRICE CONTROLS
A person and/or
business shall not sell any goods or services, including but not limited to the
following, for more than the prices the person charged for the goods or
services on March 17, 2010:
(a.
Groceries,
beverages, toilet articles, ice
(b.
Construction
and building materials and supplies, and earthmoving equipment and machinery
(c.
Electrical
and gas generating and transmission equipment, party and accessories
(d.
Charcoal
briquettes, matches, candles, lamp illumination and heat unit carbides, dry
batteries, light bulbs, flashlights, and hand lanterns
(e.
Hand
tools (manual and power), hardware and household supplies, and equipment rental
(f.
Automotive
parts, supplies, and accessories
(g.
Plumbing
and electrical tools and supplies
(h.
Apartment,
duplex, multi-family dwelling, rooming house, hotel and motel rental
(i.
Services
of roofing and building contractors, plumbers, electricians, mechanics, tree
surgeons, and automobile wrecker companies
(j.
Medicine,
pharmaceutical, and medical equipment and supplies
(k.
Blankets,
quilts, bedspreads, bed linens, mattresses, bedsprings, bedsteads, towels, and
toilet paper
(l.
Furniture
and clothing
4.
RECOMMENDATIONS
(a.
Businesses
that provide childcare and adult day care services, must implement the Texas Health
and Human Services COVID-19 Guidance to Child Care Providers and Adult Daycare
Providers.
(b.
In
compliance with Governor Abbot’s March 19, 2020 Executive Order, businesses
that operate Day Activity and Health Services (DAHS) Facility must comply with
the Texas Health and Human Services Commission Guidance on COVID-19 Response in
DAHS Facilities.
5.
PENALTIES
(a.
This
order shall have full force and effect when duly signed
(b.
The
Weslaco Police Department and Fire Marshal hereby authorized to enforce this
order
(c.
All
Municipal and local jurisdictions peace officers and law enforcement agencies
are hereby authorized to enforce the City of Weslaco Order.
(d.
A
person who violates any provision of this order, may be punishable by a fine of
not more than one thousand dollars ($1,000.00), or confinement for a term in
jail not to exceed one hundred and eighty days (180), pursuant to Texas
government Code, Chapter 418, Sec. 418.173.
(e.
If
any subsection, sentence, gathering or circumstance is held to be invalid or
unconstitutional by a decision of a court of competent jurisdiction, then such
decision will not affect the validity of the remainder of this Order and its
application.
6.
EMERGENCY
This order shall
supersede all previous orders on these matters that are in conflict or
inconsistent with its terms, shall take effect immediately upon issuance, and
shall remain in effect until 11:59 pm, April 5, 2020, unless rescinded,
terminated, modified, or extended by future action of the Mayor of City of
Weslaco or by operation of law.
This order shall
be published on the City of Weslaco website, and copies shall be posted and/or
made available to residents of the City of Weslaco upon request.
If any subsection,
sentence, gathering, or circumstance is held to be invalid or unconstitutional
by a decision of a court of competent jurisdiction, then such decision will not
affect the validity of the remainder of this Order and its application.

We have been notified by the Hidalgo County Health
Department of a twenty-seventh (27th) confirmed COVID-19 case in
Weslaco that is connected to the family cluster; The individual is a
24-year-old female. Weslaco officials are assisting Hidalgo County’s Health
Department with its investigation in who this individual may have come into
contact with. The individual has been ordered to remain at home as per our
current Shelter-At-Home Order
The City of Weslaco reminds its citizens to follow the
Shelter-at-Home Order to minimize or avoid exposure to COVID 19; AVOID
TRAVELING.
As
per Weslaco Shelter-At-Home Order:
· Citizens that have
tested positive for COVID-19 are ordered to Shelter-At-Home.
· People Living with
a person that tested positive for COVID-19 are ordered to Shelter-At-Home.
· Persons that have
been tested for COVID-19 are ordered to Shelter-At-Home.
· Persons that live
with an individual that has been tested for COVID-19 are ordered to
Shelter-At-Home.
· Any person that
gets tested must contact the Weslaco Emergency Operations Center Office or
inform the Weslaco Health Official at (956) 973-4001 and must provide name,
address, age, and gender
· All information
will remain confidential in accordance to both state and federal laws.
Please minimize the number of people that
are going out for essential items, DO NOT take your entire family to these
locations as they are not places for social gathering during the pandemic.
The Weslaco Police will be actively enforcing the
Shelter-At-Home order. Any person in
violation may be subject to a fine not to exceed $1,000 or confinement for a
period not exceeding 180 days.

Department of five (5) new additional confirmed COVID-19 cases in Weslaco with
2 that are connected to the family cluster; The individuals are 18-year-old
female, a 47-year-old female, a 31-year-old female, a 20-year-old female, and a
40-year-old female with the last two being tied into the family cluster.

COVID-19 Drive Thru Testing
Emergency
Diagnostic Solutions
has selected the City of Weslaco to provide drive thru FDA approved COVID-19
Testing kits at Mayor Pablo Peña Park (Weslaco City Park) at 300 N Airport Dr, Weslaco,
TX 78596 starting the week of Monday, April 20, 2020 from 12:00 PM – 6:00 PM.
In
order to get tested, you will need a:

Order or;
·
Telehealth
($25) available on-site;
·
Valid
photo ID;
·
Accurate
Contact Info;
·
Insurance
Card.
Testing Kits that will be used:

Rapid Covid-19 Test

COVID-19
DRIVE THRU TESTING
The Emergency Diagnostic Solutions has selected the
City of Weslaco to host a drive thru COVID-19 testing site to help mitigate the
spread of COVID-19 that will be located at Mayor Pablo Peña Park (Weslaco City
Park).
The drive-thru test site location will open to the
public starting Monday, April 20, 2020 at 12:00 PM. They will operate Mondays
through Fridays from 12:00 PM – 6:00 PM and Saturdays from 9:00 AM – 2:00 PM.
Emergency Diagnostic Solutions (EDS)
·
The EDS is a clinical laboratory liaison. They link
hospitals and private clinics who have a need for clinical laboratory analysis
of patients by collecting specimens of ill or suspected ill patients through
FDA approved testing kits including EAU Rapid COVID-19 tests which have a 95%
accuracy rate AND/OR a Polymerase Chain Reaction (PCR) flu test which
have a 99% accuracy rate.
·
The
EDS establishes tailored specimen collecting protocols for each site as
each site is unique. They have 8 years of experience, laboratories to perform
the analysis, PPE for staff, and testing kits to set up COVID-19 Drive-Thru’s
as they did in Rio Grande Valley on March 23rd.
·
Their partnered
laboratories are CLIA, COLA and CAP accredited. The laboratories are also
validated by the CDC as an approved lab to perform COVID 19 Testing (cdc.gov).
·
The
EDS uses laboratory validated Rapid Testing Kits which provide accurate
laboratory CDC approved results to put citizens minds at peace.
·
The
EDS can establish a site in 3 phases while working with the community:
o
PRE-STAGING (coordinating and planning)
o
STAGING SITE (resources coming together to build site)
o
COLLECTING stage (start collecting samples)

Presently
our labs can analyze and provide specimen reports of PCR analysis in 48-72
hours but as the demand to be tested increases it can extend reporting times.
All POSITIVE results will be sent to the CDC, local health
authority, and ordering physician. All NEGATIVE results are sent to the
ordering physician.
If you decide to visit another location ask if the
testing kits are FDA approved, turnaround time for results, if their lab is CDC
approved, question staff not wearing Personal Protective Equipment (PPE) and
health protocols not being met.
